PREFACE 

In the context of globalized world, the Information and Communication Technology (ICT) plays a very important role and has changed the way of life of human beings. However, the development of ICT varies among countries. The developed countries are far more advanced in ICT development and implementation while most of developing countries are still in different stage of their ICT development. Therefore, a wide disparity exists between the developed and developing countries, which is usually termed as a ‘digital divide.’

The Governments of Indonesia and Japan, and the Non-Aligned Movement Centre for South-South Cooperation (NAM CSSTC) place great concern on how to facilitate developing countries in reducing the digital divide. The ICT should be used as a new tool to reduce poverty and serve for sustainable development in the developing countries.

Some areas in ICT are the development of appropriate engineering education institution, teaching methodology, and technological capability. These are considered as crucial areas since many developing countries still need qualified trainers and teachers to disseminate the ICT knowledge to the people in the developing countries. Many developing countries still lack of qualified ICT educators. Training on Information Technology Education Methodology is a capacity building programme and important to enhance the competency of lecturers/instructors and to upgrade their teaching techniques and methodology.

In line with its objective to narrow down the digital divide, NAM CSSTC in cooperation with the Government of Indonesia and JICA, conducted a joint third country training programme on ICT methodology from 19 August to 15 September 2003. The training is substantially and technically organized by the Electronic Engineering Polytechnic Institute of Surabaya (EEPIS) at its new campus in Sukolilo, Surabaya. A field study during the training programme was also conducted in Bali.
