On behalf of the organizing committee, I wish you all welcome to Electronic Engineering Polytechnic Institute of Surabaya (EEPIS) ITS campus, and especially to the participants welcome to Indonesia, in Surabaya, the 2nd largest city in Indonesia.

Today we are gathered here in EEPIS for opening ceremony of the 2nd International Training Course on Information Technology Education Methodology that will be held from August 18th to September 16th, 2003. This year is the 2nd implementation of International Training Course on IT subject, from 12 implementation that have been held in EEPIS. The training is organized by EEPIS ITS and supported by Japan International Cooperation Agency (JICA), State Secretariat of Republic of Indonesia and Non Aligned Movement Centre for South-South Technical Cooperation (NAM CSSTC).

The participants came from Cambodia, Fiji, Kenya, Lao PDR, Mongolia, Pakistan, Tanzania, Uganda, Uzbekistan, Vietnam, Zambia, Sri Lanka, Indonesia, Papua New Guinea, and Madagascar. Only 20 participants selected from 30 applicants from 14 countries. They consist of university lecturers, instructors and IT professionals.

The purpose of the training is to provide participants from Asian and African countries with an opportunity to share and upgrade relevant techniques, knowledge and teaching methodology in the field of information technology. According to the theme, the course is mainly discussed about computer networking and web development. Total hour of the course is 120 hours, conducted in theory and practice session, including study visit to companies within and outside Surabaya which has good IT environment.

As the committee, I wish the training can run smoothly and create a conducive environment between participants and also between participants and lecturers. We are here to share experience and knowledge; beside to strengthen the relationship between participants’ countries. Hopefully participants could have the benefit of the training and utilize it on their working environment.  

Finally, have a nice training and I hope you can enjoy living in Surabaya. Thank you for the cooperation and support from JICA, NAM CSSTC, State Secretariat and we will do our best to serve the participants.

Ladies and Gentlemen:

On behalf of EEPIS-ITS, first of all, I’d like to extend my sincere gratitude to all of you for your attendance on the Opening Ceremony of the 2nd International Training Course on Information Technology Methodology 2003.

As an Organizing Committee, we would like to inform you about these programs. The International Training Course (ITC) is the annual programs that cooperation between Government of Japan (through JICA) and Government of Indonesia, under the framework of Technical Cooperation among Development Countries. This year we also cooperate with: Non Aligned Movement Center for South-South Technical Cooperation, NAM CSSTC in short.

In this time, it could be the 2nd of ITC on IT Methodology. This Course is running within 1 month (August 19 to September 15, 2003). 20 participants from 16 countries on Asia and Africa follow this course i.e.: Cambodia, Ethiopia, Fiji, Kenya, Lao PDR, Mongolia, Pakistan, Tanzania, Uganda Uzbekistan, Vietnam, Zambia, Srilanka, Madagascar, Papua New Guinea, and last Indonesia. We also invite 8 external lecturers from Japan, Jakarta and from Surabaya.

The Objectives of the course are to enable participants in computer architecture and computer language. They expect to design and develop the database system and also set up computer network. More over, they can improve their teaching methodology in IT related field.

Even the course took a month, but there still a lot of things in Information Technology that we haven’t discuss. That’s why it’s already become our responsibility to learn and make some research in order to develop the Information Technology its self, especially computer network subject. We hope that someday when we already make a progress in the Information technology, we’d like to have a good cooperation.

On behalf of the Organizing Committee we would like to thank to:

3. Speech by JICA Representative, Mr. MIKI Tsunenobu

Ladies and Gentlemen,

It is a great honor and pleasure to me to give a short speech at the opening of the 2nd International Training Course on Information Technology Education Methodology in front of such dignitaries as;

  • Head of Non Alignment Movement Center for South-South Technical Cooperation, Ms. Adiyatwidi Adiwoso,

  • Head of Bureau for Technical Cooperation, State Secretariat, Republic of Indonesia, Mr. Rizal Basri

  • Assistant Rector for Administrative Affairs, Institute of Technology in Surabaya, Dr. Ir. R. Syarif, Wijaya, MSc.

To implement this training course, two governments are cooperating, namely the Government of the Republic of Indonesia and the Government of Japan. The Indonesian government has designated the Electronic Engineering Polytechnic Institute of Surabaya, or EEPIS in short, as an implementation agency and the Japanese government is extending its cooperation through Japan International Cooperation Agency, or JICA in short.

As I understand there will be a session to tell you what JICA is later this morning, here, I simply tell you that JICA is a Japanese government agency responsible for technical cooperation with developing countries.

Today I am representing JICA in Indonesia and as such I would like to extend our warmest welcome to the participants in the training course, especially those who came a long way from African and Asian countries.

JICA is very proud of having cooperated in the establishment and the development of this polytechnic for more than 15 years, which has proved to be a big success.

This polytechnic has so far successfully implemented 10 International Training Courses on Electronic Engineering Education Methodology with participants from Asian countries. Now this training course is the 2nd one on Information Technology Education Methodology to which participants are invited not only from Asian countries but also from African countries. It is expected this will be followed by a series of international training courses on information technology education methodology in similar manner.

The purpose of these international training courses is to share the knowledge and know how acquired, developed and accumulated by the staff of this polytechnic with their counterpart from other countries.

Good morning,

It is indeed a distinctive honor for me, on behalf of the NAM Centre for South-South Technical Cooperation (CSSTC) to be able to join this opening ceremony of an important training programme on Information and Technology Education Methodology. Allow me to extend my profound appreciation to the State Secretariat of the Republic of Indonesia and JICA that have made this joint endeavor with NAM CSSTC possible. I also wish to express my gratitude to the Electronic Engineering Polytechnic Institute of Surabaya in organizing this training in the best manner. Let me also join the previous speakers in extending a warm welcome to all the participants to this beautiful heroic city of Surabaya. I do hope that your stay here will be fruitful.

This is moment has marked a new type of cooperation among the existing centres of excellence that have a common interest in the technical cooperation among developing countries. It is the first time that JICA, State Secretariat and the NAM CSSTC conducted a join programme and co-sponsoring a training program for developing countries. This is the reflection of the implementation of the concept of “pooling resources” of various potentials into concrete actions.

Allow me to take this opportunity to briefly introduce our organization, the NAM CSSTC which is located in Jakarta. This centre was initiated by the Government of Indonesia and His Royal Sultan of Brunei Darussalam as a forum for dialogue and a centre for actions. It was established in 1995 at the 11th Summit of the NAM in Cartagena, Colombia. Our mission is to contribute to the acceleration and enhancement of development and collective self-reliance of the NAM countries and expanding South-South technical cooperation.

The objective of the NAM CSSTC programmes should have an immediate as well as long term impact to render the economies of developing countries to be more broad base, efficient and resilient to participate in the globalization process and to strengthen cooperation among developing countries. At present, we work based on 3 major themes that are: Eradication of Poverty, Collective Self-Reliance, and Science and Technology.

In this regard, the issue of Information and Communication Technology (ICT) attaches a great importance in the Centre. The existing of digital gap between developed and developing countries has put us in the marginal position in the process of globalization. The rapid innovation of the ICT has put developing countries in a more difficult position in leveraging its position in the world. Efforts to narrow the gap has been addressed in many of international fora but none have been able to find the best solution to it. It is, therefore, this programme is in a way as effort to narrow the digital gap among us so at the end will strengthen the linkages between the South-South countries.

The NAM CSSTC has conducted several expert meetings and technical workshop on ICT issues at regional and sub-regional levels. We have been successfully published 5 levels of manuals on electronic readiness in English and Spanish which I believe have been distributed to you.

I believe this joint co-sponsorship training is very timely and relevance to the present needs of developing countries. EEPIS, as the facilitator and conductor of this training, has been recognized as a competent and reputable institution on the field of information technology development. I am convinced that the training will meet the expectation of all participants.

I wish you all the best an success, and do not hope that one of you will be homesick since this course will take about a month. You all will not only learn about the field of Information Technology but it will also give the opportunity to know about Indonesia.

First of all, we thank the Almighty God for his blessing and his guidance which enables us to be hare together this morning to witness the official opening of   Third Country Training Program on Information Technology Education Methodology which is organized by the Government of Indonesia in cooperation with the Government of Japan under the Third Country Training Program of Japan International Cooperation Agency or JICA and the Non Aligned Movement Centre for South-South Technical Cooperation (NAM-CSSTC).

On behalf of the State Secretariat and as the National Focal Point for Third Country Training Program in Indonesia, let me extend to all foreign participants a warm welcome to Indonesia will be a pleasant one and that the training will be also be a success.

We are particularly honoring to co-host this training not only because of importance of the subject matter, but also because it enables us to welcome so many friends from other countries to Indonesia.

Distinguished Participants,

Indonesia has implementing Third Country Training since 1981 or three years after the famous Buenos Aires Plan of Action on TCDC was adopted. The implementation of Third Country Training Program is  reflection of our commitment to implement Technical Cooperation among Developing Countries through third party arrangement. Which recommend by the Buenos Aires Plan of Action on TCDC. The involvement of the Government of Japan through JICA in the implementation of TCTP also shows their commitment to the south-south cooperation, and since then Indonesia has organized more than 31 TCTP programs. The strong involvement of JICA  has maintained and improved out TCTP programs until the present days.

By organizing those training, we are not only able to share Indonesia development experiences, but at the same , we were able to exchange knowledge and information on the other country experiences. These are no doubt is the most information in developing human resources among the developing countries. Through human relations, we can know each other better , we can share our cultures, our customs, our system , and may be to some extend our languages. By knowing each other better , then we can reach mutual understanding .  And through mutual understanding we can solve our common problems

On the occasion on behalf of the State Secretariat I would like to extend my appreciation to the Rector of Institute Technology of Sepuluh Nopember Surabaya for this strong support and keen interest in this program.

Our high appreciation is also addressed to the Government of Japan as well as JICA for their support and contribution to the TCDC program in Indonesia and in promoting and strengthening TCDC  activities.

I wish also to thank to Board of Director of  NAM-CSSTC and to all officials involved in the preparation of this program, in particular to the organizing committee for all their efforts to ensure the smooth implementation of the program.
