ORGANIZING COMMITTEE

Substantially and technically the Electronic Engineering Polytechnic Institute of Surabaya (EEPIS) is appointed as the Organizing Committee to implement the international training course.

EEPIS was established in March 1988 with Japan's grant aid for building, facilities and educational equipment. Since April 1987 JICA technical cooperation has been implemented to the EEPIS project and terminated on March 31, 1994. EEPIS is the only polytechnic specializing on electronics engineering field, comprises three departments namely electronic, electrical, communication engineering and one new study program, information technology established in 2000.

The courses provide the students with the necessary skills and theoretical base to cope with the ever-changing demands of a most rapid technological world: electronics.

EEPIS offers a full-time 3 years course named DIPLOMA III POLITEKNIK. It also runs advanced diploma course called DIPLOMA IV POLITEKNIK, a full-time 4 years course, which – for the time being – intended only to produce teaching staff of polytechnics. The four weeks in-plant training in industry help the students perfect their skill through fieldwork - in electronics related industries.

Industry collaboration is at the heart of the course development. Each year, the academic staff members undertake design and consultation project for the local industries and national research agencies. EEPIS also offers a special diploma course for industry employees and a tailor-made short course for both industry employees and individuals.

The EEPIS has three-story buildings with 14,000 m2, located in a 4.3 ha area and is a part of the Institute of Technology Sepuluh Nopember of Surabaya (ITS) campus in Surabaya.

The EEPIS complex consists of administration offices, labs, workshops, lecture and seminar rooms, a library, a student dormitory and a canteen. In line with its target to produce skilled and knowledgeable engineers, the EEPIS is fully equipped with the most sophisticated study facilities, for all practice and theory purposes.

The modern labs have up-to-date equipment, like full-range of standard measuring instruments, electronics-related trainer and demo tools, communication equipment currently being used in industry, microcomputers and workstation connected with a computer network, overhead and video projectors. Every lab is designed for the use of 30 students (1 class), provided with 12 large tables for practice and research work and has its instruments in set of 6 or 12 units for unhampered facility for each student.

The EEPIS was financed by 1,895,000,000 yen grant from the Japanese Government for the building construction and educational equipment (excluding EEPIS teaching staff training in Japan and Japanese experts dispatching to prepare all necessary things such as course note, job sheet and job arrangement system). The project was completed on March 1988 and was officially opened on June 2 in the same year. Japan International Cooperation Agency (JICA) as an international agency of the Japanese Government was appointed to arrange technical cooperation for the project. The cooperation was implemented for period of 5 years, from April 1987 till 1992 and was extended for two years until 1994. The cooperation covers among others: (1) recruitment of expert from the National College of Technology, Universities and Institutes in Japan, for long and short-term assignments, (2) arrangement of advanced training in Japan every year for EEPIS lecturers, and (3) procurement of laboratory equipment and spare parts.

During the technical cooperation, 376 man-month of long-term expert and 53 man-month on short-term expert were dispatched from Japan and more than 40 Indonesian teachers were trained in Japan mostly for a year. Almost all targets set up initially are attained by the termination of the project. Especially, EEPIS currently has 90 qualified teaching staff.

To strengthen the previous cooperation, EEPIS continue to the second cooperation under scheme of Strengthening Polytechnic Education in Electric related Technology (SPEET). The scope of this project is establishment of Diploma IV program for Electronics, Electrical, Telecommunication department and Diploma III for Information Technology. The cooperation was implemented for 5 years periods, from October 1999 till 2004.

However, to fulfill the need is usually difficult because of lack of appropriate engineering education institutions. A most serious problem at the institutions is lack of qualified teachers. There are many teaching staff, especially laboratory instructors who need improvement on their teaching methodology and technological capability.

The government of Indonesia requested to The Government of Japan to cooperate and organize the training course in the field of electrical, electronic, communication and information technology education methodology at EEPIS under The Third Country Training Programme (TCTP) of JICA. It is fortunate that the Non-Aligned Movement Centre for South-South Technical Cooperation (NAM CSSTC) also committed to support the training course as the theme is line with its mission to close the digital divide among developing countries.
