First of all, we thank the almighty God for His blessing and guidance, which enable us to be here together this morning to witness the official opening of this Third Country Training Program on Micro Finance for African Region. This the third training of five (5) the same training in Japanese Fiscal year from 2004 to 2008 which is implemented at the Non-Aligned Movement Centre for South-South Technical Cooperation under coordination between the Government of Indonesia and the Government of Japan under the Third Country Training Program of Japan International Cooperation Agency of JICA.

 

On behalf of the State Secretariat and as the National Focal Point for Third Country Training Program in Indonesia, let me extend to all foreign participants a warm welcome to Indonesia. I hope that your stay in Indonesia will be pleasant one and that the training will also be a success.

 

We are particularly honored to co-host this training not only because of the importance of the subject matter, but also because it enables s to welcome so many friends from African Countries to Indonesia.

 

Distinguished Participants,

 

Indonesia has been implementing various Third Country Training Program since 1981 or three years after the famous Buenos Aires of Action on Technical Cooperation among Developing Countries was adopted. The implementation of Third Country Training Program is a reflection of our commitment to implement Technical Cooperation among Developing Countries through third party arrangement, which recommend by the Buenos Aires of Action on TCDC. The involvement of the Government of Japan through JICA in the implementation of Third Country Training Program also shows their commitment to the south-south cooperation, and since then Indonesia has organized more than 45 Training programs. The NAM-CSSTC as international organization still is used by the GOI as implementing Agency of the Third Country Training Program.

 

By organizing those training, we are not only able to share Indonesia’s development experience. When we talk about human resources, at least there are three important elements that we should consider: first is the ability, second, is motivation and third, is dedication. Without having motivation you will not have dedication. Having the ability without motivation, you will not go far. The combined of the three elements will provide us with human resources that have initiative, creativity, innovation, and toughness, which at the end will provide with good results.

 

Through human relations, we can know each other better, we can share our cultures, our customs, our system, and may be to some extend our languages. Bu knowing each other better, then we can reach mutual understanding. And through mutual understanding we can solve our common problems.

 

Distinguished guest, ladies and gentlemen,

On this occasion on behalf of the State Secretariat I would like to extend my appreciation to the Director and other officials from NAM-CSSTC for their strong support and keen interest in this training program.

 

Our high appreciation is also addressed to the Government of Japan as well as JICA for their support and contribution to this training program and in promoting and strengthening South-South Technical Cooperation activities in Indonesia.

 

I wish also to thank all officials involved in the preparation of this program, in particular to the organizing committee for all their efforts to ensure the smooth implementation of the program.

Distinguished Guests, Ladies and Gentlemen,

 

On behalf of the Japan International Cooperation Agency (JICA), it is my great pleasure to say a few words on the opening ceremony of the Third Country Training Program on Microfinance for African Region which is jointly organized by the Government of the Republic of Indonesia and the Government of Japan through JICA.

 

First of all, I would like to extend our warmest welcome to all participants who have made efforts to be here with us.  At the same time, I also would like to take this opportunity to express our greatest appreciation to the officials concerned from the State Secretariat, Non-Aligned Movement Centre for South-South Technical Cooperation (NAM CSSTC), other related organizations of the Government of Indonesia, and all members of the Organizing Committee who support this training.

 

This year marks the 3rd stage of the Third Country Training Program on Microfinance for African Region which will focus on technical aspects of microfinance.  The purposes of the training are to share and to disseminate knowledge on microfinance through case studies, role plays, group exercises and discussions.

 

In line with JICA’s approaches to poverty eradication, our program combines great important activities that could contribute directly and indirectly to developing countries, since you might know that microfinance is globally considered as one of the important and effective tools for poverty alleviation. Microfinance provides poor people with easy access to financial services including credit and savings.  Moreover, it helps them to increase their income and decrease their vulnerability to various risks, and contributes the empowerment of the poor.

 

I realize that the condition and level of poverty are different in each country.  However, through this training program, I do hope that you will be able to acquire some ideas and/or lessons in order to create the best program or policy for your own countries.

 

This program is properly arranged to conduct both discussions and observations for comparative studies on similar conditions of your respective countries.  Besides classroom activities, you will also have an opportunity to visit several parts of this beautiful country, Indonesia, as a part of your training program. 

 

I believe that through these activities, you will have experience and enhance your understanding of the essence of microfinance. I hope that you can fully utilize these opportunities to acquire information and knowledge as much as possible which are related to the appropriate application of microfinance in your countries.  Assisting in your achievement of these objectives, JICA will make every effort for the smooth and effective implementation of the program.

 

Ladies and Gentlemen,

Once again, I would like to express my sincere gratitude to all of the officials concerned from the Government of Indonesia for their wholehearted efforts to implement this training program.

Good morning,

 

First of all, on behalf of the Government of the Republic of Indonesia and Non-Aligned Movement Centre for South-South Technical Cooperation, I am pleased to welcome you all to this Opening Ceremony of the Third Country Training Programme on Microfinance for African Region. Allow me on this occasion to extend my profound appreciation to JICA (Japan International Cooperation Agency) and to the State Secretariat of the Republic of Indonesia for making this third joint endeavour with NAM CSSTC possible.

 

Today we gather here for the Opening Ceremony of the training programme on “Microfinance for African Region – Phase III” that will be held from 24 July to 11 August 2006 in Jakarta for Class Session and in Bandung (West Java) for Field Session.

 

As we know, this course is conducted jointly by the Government of Indonesia and the NAM CSSTC (Non Aligned Movement Centre for South-South Technical Cooperation) and JICA (Japan International Cooperation Agency), specifically for participants from African Region. In this respect, I would like to inform you that the Government of Indonesia and JICA have signed an Agreement concerning a training course for participant from African region in the field of micro-finance, to be implemented in Indonesia for three years, through NAM CSSTC. This Agreement is concluded under JICA’s Third Country Training Programme. The first batch of the training has been successfully completed on 17 January to 5 February 2005, and the second batch was completed on 5 to 24 September 2005.

 

Allow me to take this opportunity to share with you briefly on the development of NAM CSSTC. Its establishment was initiated by the Governments of Indonesia and Brunei Darussalam during the Summit of Non Aligned Movement in Cartagena, Colombia, in 1995. To date, the Centre has been conducting many programmes and activities since 1999 for capacity building in various fields of development. Its main objective is to empower national and collective self-reliance of developing countries, so as to enable them to participate more actively in this era of globalization and liberalization. NAM CSSTC has been working closely with the Ministry of Foreign Affairs of the Republic of Indonesia, and in collaboration with the Government of Brunei Darussalam, in conducting many capacity building programmes.

 

The programmes are designed in line with the priority of these two countries’ foreign policies to support South-South cooperation. Our training programme today is one concrete example and a reflection of this support, with the objective to empower national and collective self-reliance of the South, especially in the field of micro-finance development.

 

We have also concluded several other cooperation Agreements with various international organizations and institutions that share common objective in capacity building of developing countries, among others, the United Nations Environment Programme (UNEP), the Centre on Integrated Rural Development for Asia and the Pacific (CIRDAP), Islamic Development Bank (IDB), Common Fund for Commodities (CFC), and the United Nations Economic Social Commission for Asia and the Pacific (UNESCAP).

 

The programme we are conducting this time is also part of series of NAM CSSTC activities in the field of micro-finance. First activity was conducted in April 2001, inviting NAM experts to identify major issues in eradicating poverty and fostering rapid and equitable development. The meeting has deliberated on the relevant aspects concerning key issues, technical and policy aspects, and came up with a set of recommendations to enhance the sustainability of micro-finance institution including people's involvement in micro-financing scheme. The meeting also recommended that NAM CSSTC take further initiative to increase cooperation in the fields of comparative studies, training programme in micro-finance services and technical assistance for developing countries.

 

Based on this recommendation, NAM CSSTC started to hold a series of regional trainings on micro-credit schemes. Three training programmes have been successfully conducted. The first one was held in Jakarta, Indonesia in August 2002 for East Asian and the Pacific region, the second one was held in Pretoria, South Africa in October 2002 for Southern African Region, and the third one was held in Dhaka, Bangladesh for South and Central Asian Region in March 2003. Following the three training programmes, NAM CSSTC in cooperation with the Islamic Development Bank (IDB) conducted another expert meeting to formulate a ‘Basic Guideline on Microfinance,’ in Jakarta, in March 2004.

 

Our programme today is the third batch conducted only for participants from African region. This time we have selected 13 participants coming from 10 African countries, namely: Egypt, Kenya, Madagascar, Namibia, Sudan, Swaziland, Tanzania, Uganda, Zambia, and Zimbabwe. Their professions are ranging from policy makers, bankers to practitioners dealing with the micro-finance sector.  However, today there are only 10 participants who have arrived here. One participant from Zimbabwe will be arriving this afternoon. We are still expecting another two participants from Swaziland and Tanzania who were supposed to be here yesterday morning. I hope they would be arriving soon to join us.

 

The objective of this training programme is to provide instant and direct benefits to participants which enable them to: (a) comprehend the philosophy of micro-finance; (b) explain different kind of micro-financing services; (c) apply different techniques to develop various micro-financing products; (d) apply appropriate method in monitoring and managing micro-finance institution operations; (e) develop business plan; (f) gather and learn the experience of several micro-finance institutions, and adopt it for further possible application in the respective countries.

 

Ladies and Gentlemen,

           

This training course is also in line with our commitment to enhance the partnership among Asian and African nations, members of non-aligned countries, and a reflection of the spirit of New Strategic Partnership resulted from the Asian African Conference held in Bandung, Indonesia, last year.

 

We are confident that the training course will equip the participants with practicable knowledge on microfinance scheme and visiting best micro-finance practices in Jatinangor, Sumedang, and Lembang, Bandung. It is encouraging to note that we have qualified microfinance experts working for different prominent institutions that have been developing  microfinance at operational level who will facilitate the training programme.

           

I am convinced that you will go through a productive learning process and successful deliberations during the training sessions. And I hope that the experience and skill you gain from this training programme will be beneficial to all of you, especially in carrying out your respective work and contributing to your country development.

 

Finally, may I declare this training programme officially open, and have an enjoyable stay in Indonesia.

Good Afternoon,

 

I am pleased to see you today -- our last day for the third batch of the training programme on microfinance for African region. As time flies, we finally have come to the end of the programme.  We should be glad that during the last nineteen days we were able to learn many different things from each other.

 

I noted particularly that the second session in the class, participants have worked extensively to share many relevant issues on microfinance development in their respective countries as the important part of the learning process.

 

We also monitored the implementation of the training programme, from session to session, and made careful and critical post-class and post-field surveys for each conducted session. We believe that, based on our overall evaluation we frankly discussed today, the expectations of the participants have been satisfactorily achieved.

 

In this respect, allow me to commend all of you, facilitators, trainers, participants and the organizing committee, for contributing remarkably to the successful undertaking of this training programme.

 

Ladies and Gentlemen,

 

To refresh the information on this third batch of the third country training programme, there are 12 participants coming from 9 countries, namely Egypt, Kenya, Madagascar, Namibia, Sudan, Tanzania, Uganda, Zambia, and Zimbabwe.

 

The training subject of this course consists of eleven main subjects, namely (1) Indonesian Economy; (2) Microfinance Development; (3) Sharing of Country Reports; (4) Client Targeting; (5) Product and Services; (6) Delinquency Management; (7) Interest Rate Setting; (8) Operational Risk Management; (9) Financial Analysis; (10) Business Planning; and (11) Management Information System.

 

In addition to those subjects, the participants have a chance to visit a microfinance project sites in Jatinangor of Sumedang Regency and Lembang of Bandung Regency. During the visit, participants had the opportunity to exchange views, and discuss the issues of microfinance and the basic technical supports needed with local practitioners. When we had been in Bandung, the participants were also invited to visit the Museum of the Asian African Conference.

 

At the end of the training session, the participants have prepared and presented their ‘back-home plan’ to prove that they have maintained commitment to support microfinance development in their respective countries.

 

Ladies and Gentlemen,

 

I do believe, the training participants were really able to learn not only important subjects during the course, but also to exchange experiences on the practices of microfinance in different countries – during the class and field sessions as well as during lunch and coffee break. 

 

Along this line, I would like to extend high appreciation and gratitude, on behalf of NAM CSSTC, to all facilitators, particularly: Mr. Slamet Riyadi (the Training Coordinator), Mr. Shafiq Dhanani, Ms. Yulia Indawardhani, Mr. Iman Firmansyah, Ms. Ari Widowati, and Ms. Sari, for their valuable contribution during the class sessions, and to Mr. Asep Sudrajat (General Manager of BMT Mardlotillah, Jatinangor), his staff and field teamwork, and Ms. Eri Endriyali (Chairperson of BMT Dana Ukhuwah, Lembang), her staff and field teamwork, who have substantively provided us with various microfinance technical support practices at the operational level.

 

With the good teamwork, we have successfully implemented this training for which we highly appreciate our endless supporting colleagues at the organizing committee, especially Mr. Subandiyo for managing administrative and financial tasks, Miss Christina Sudiro (Nina, our Nany during the Course) for serving participants and arranging logistics, Mr. Ramdanny Taihitu (Deni) and Mr. Suroso for preparing and operating the needed equipments, and last but not least Mr. Syahroni for his supporting assistance to everybody in the Committee.

 

Profound gratitude should also go to the State Secretariat and JICA Indonesia Office for their support and continued cooperation that made this training programme possible. I’m fully convinced that the third batch of this course has been completed successfully, and contributed positively to the development of microfinance in African region.

 

Finally, I wish you all the best, especially to foreign participant, have a safe journey home, bon voyage. I hope all of you would bring home wonderful memories of Indonesia and NAM CSSTC.

First of all, I would like to extend my heartiest congratulations to all of the participants who have successfully completed the course with strenuous efforts and willingness.  At the same time, I would also like to express my deepest appreciation to all of the officials and lecturers concerned for their fullest cooperation and dedication who have conducted this training program successfully.

 

I sincerely hope that the experience you have gained here will be put into practical use at your workplaces.  I also hope that you will make further efforts to develop more appropriate and applicable methods, which fit better to the conditions of your respective countries, based on what you have learned here.  I am looking forward to hearing from you whatever progress you make in your country after you return, since it will be the final proof of the success of this training program.

 

Another important aspect of this course is the establishment of an interpersonal network among professionals across the world boundaries.  All of you have had the opportunity to know each other about your work and personality.  The friendship you have built should be strengthened, and I hope you will take advantage of this network in order to support your further efforts into improving methods at your workplaces.  I feel that it is necessary for all of you to continue exchanging information in the future to support each other, because you are the ones who have been chosen to improve and develop livelihood of the people of your own countries.

 

As you may have been aware already, the Indonesian Government has been promoting South-South Cooperation in order to motivate developing countries to cooperate among themselves.  One of the efforts is through third country training programs, such as the one in which you have taken part, together with people of diverse nations and cultures.  After you return to your countries, all of you are expected not only to disseminate the knowledge, which you have learned, to your people, but also to support South-South Cooperation among your countries.

 

Finally, once again, I would like to take this opportunity to express my sincere gratitude to all lecturers and officials of the Non-Aligned Movement Centre for South-South Technical Cooperation, State Secretariat, Ministry of Foreign Affairs, and other related authorities for their whole-hearted cooperation and collaboration.

Thank you to JICA for their support to TCTP activities in Indonesia.

It is a great privilege to me, representing my fellow participants from various member countries namely; Egypt, Kenya, Madagascar, Namibia, Sudan, Tanzania, Uganda, Zambia and Zimbabwe. Indeed it is a great day as we conclude another historic chapter of mutual cooperation between member countries of the Non Aligned Movement (NAM).

 

I should not hesitate to thank you for allowing us to undergo this intensive training, the feeling I have no doubt even my fellow participants have. The micro finance training that we have just completed will immensely contribute to the socio economic development of our countries especially in areas of poverty alleviation. 

 

I would like to thank Government of the Republic of Indonesia and JICA for their support in making this programme a success; NAM CSSTC Secretariat for facilitating the training as well as for the adventurous tours around the country especially the field trips that have broadened our knowledge base. Your commitment to train especially people from African region in micro finance is something that cannot pass without comment. This and many more tremendous things you have done to the African continent are a clear testimony of the friendship that existed even during the times of our fallen liberation heroes like Soekarno. The warm welcome and the hospitality that we have received especially from the citizens of this country have really made us feel at home.

 

We hope the knowledge attained will be vital in the transformation of the micro finance sector in our member countries and consequently improve the lives of the marginalized groups of our society.  

 

Now turning to my fellow participants the ball is now in our court to deliver and preach micro finance in our countries. I urge you to be ambassadors of micro finance and not to sit on the knowledge and skills that we have received irrespective of the organizations which we work for. Let the back home plans we presented in the morning become reality not just words on paper.

 

Though it’s disheartening that we can’t be together forever, it is my sincere hope that the bond that has been established amongst all stakeholders during this training will not be broken once we part but should act as the foundation for more communication and more interactive dialogue.

 

Let me end once again Ladies and Gentlemen by saluting all those who have contributed to the success of this programme and may the spirit continue. I wish all  the  best  of  luck  to the citizens of this country and to my fellow participants’
