VI.    PROPOSED FUTURE TRAINING PROGRAMME 

Based on the intensive monitoring and evaluation of the project implementation, it is necessary to propose the following recommendation for future training programme as the third project: 

1.      Duration (Effective Days) 

Duration of the training could be maintained for 3 (three)-week effective course in which 2 (two) weeks for class session and 1 (one) week for field session, including off-time during weekends. The third batch is proposed to be conducted in mid to late 2006, before the fasting month, tentatively on 7 – 26 August 2006. 

2.      Curriculum (Class and Field) 

With reference to the feedbacks from the training participants and further discussion with the facilitators, the curriculum design should be reviewed for further improvement, especially on field study programme. 

Methodologically, the session should be maintained participatory and case-based exercises. With regard to field session, it will include two different schemes on microfinance activities, namely: (i) group lending (Grameen model); and (ii) individual lending (BRI and ASA models). 

3.      Facilitator (Implementing Team) 

Mobilization of mixed facilitators as performed in the first and second batches need to be maintained as it creates dynamic atmosphere in terms of perception, substance and teaching method. However, careful selection of the facilitators should be critically considered. Facilitators must be equipped with strong practical background, but most importantly they have to master English language at high proficiency level to ensure effective communication and dialogue. Foreign competent facilitators, either from Asian or African countries, are proposed to be other resource persons for the forthcoming TCTP. In this regard JICA should be able to provide the required budget since inviting foreign facilitators will certainly require additional budget and higher standard of trainer’s fees. The facilitators have to be properly coordinated and considered by the Committee. 

4.      Cost for Facilitator 

Budget provided for facilitators should be increased to ensure high quality materials and qualified lecturers. So far JICA only allocated Rp 250,000/hour, while the minimum cost for qualified national facilitator is Rp 500,000/hour. While international standard cost for qualified professional/trainer is about US$ 100/hour.
