Ladies and Gentlemen,

 

Good morning,

 

            I wish to welcome you all to the NAM Centre Building, and especially to the foreign participants - welcome to Indonesia.

 

            Today we gather here for the Opening Ceremony of the training programme on “Microfinance for African Region – Phase II” that will be held from 5 to 24 September 2005 in Jakarta for Class Session and in Bandung (West Java) for Field Session.

 

            This course is conducted jointly by NAM CSSTC (Non Aligned Movement Centre for South-South Technical Cooperation) and JICA (Japan International Cooperation Agency), specifically for participants from African Region. In this respect, I would like to inform you that the Government of Indonesia and JICA have signed an Agreement concerning a training course for participant from African region in the field of micro-finance, to be implemented in Indonesia for three years, through NAM CSSTC. This Agreement is concluded under JICA’s Third Country Training Programme. The first batch of the training has been successfully completed on 17 January to 5 February 2005.

 

Allow me to take this opportunity to share with you briefly on the development of NAM CSSTC. Its establishment was initiated by the Governments of Indonesia and Brunei Darussalam during the Summit of Non Aligned Movement in Cartagena, Colombia, in 1995. To date, the Centre has been conducting many programmes and activities since 1999 for capacity building in various fields of development. Its main objective is to empower national and collective self-reliance of developing countries, so as to enable them to participate more actively in this era of globalization and liberalization. For the last three years, NAM CSSTC has been working under the supervision of the Ministry of Foreign Affairs of the Republic of Indonesia in collaboration with the Government of Brunei Darussalam. Its programme activities are designed in line with Indonesia’s foreign policy that places great importance to South-South cooperation.

 

Our training programme today is also a reflection of Indonesia’s foreign policy in supporting capacity building of developing countries in order to empower national and collective self-reliance of the South.

 

In achieving this objective, we have concluded several other cooperation Agreements with various international organizations and institutions that share common objective in capacity building of developing countries, among others, the United Nations Environment Programme (UNEP), the Centre on Integrated Rural Development for Asia and the Pacific (CIRDAP), and Islamic Development Bank (IDB).

 

The programme we are conducting this time is also part of series of NAM CSSTC activities in the field of micro-finance. First activity was conducted in April 2001, inviting NAM experts to identify major issues in eradicating poverty and fostering rapid and equitable development. The meeting has deliberated on the relevant aspects concerning key issues, technical and policy aspects, and came up with a set of recommendations to enhance the sustainability of micro-finance institution including people's involvement in micro-financing scheme. The meeting also recommended that NAM CSSTC take further initiative to increase cooperation in the fields of comparative studies, training programme in micro-finance services and technical assistance for developing countries.

 

Based on this recommendation, NAM CSSTC started to hold a series of regional trainings on micro-credit schemes. Three training programmes have been successfully conducted. The first one was held in Jakarta, Indonesia in August 2002 for East Asian and the Pacific region, the second one was held in Pretoria, South Africa in October 2002 for Southern African Region, and the third one was held in Dhaka, Bangladesh for South and Central Asian Region in March 2003. Following the three training programmes, NAM CSSTC in cooperation with the Islamic Development Bank (IDB) conducted another expert meeting to formulate a ‘Basic Guideline on Microfinance,’ in Jakarta, in March 2004.

 

            Our programme today is the second batch conducted only for participants from African region. This time we have 18 participants coming 13 African countries, namely: Algeria, Egypt, Ethiopia, Kenya, Libya, Madagascar, Namibia, Senegal, Sudan, Tanzania, Tunisia, Uganda, and Zambia. Their professions are ranging from policy makers, bankers to practitioners dealing with the micro-finance sector.

 

            The objective of this training programme is to provide instant and direct benefits to participants which enable them to: (a) comprehend the philosophy of micro-finance; (b) explain different kind of microfinancing services; (c) apply different techniques to develop various microfinancing products; (d) apply appropriate method in monitoring and managing microfinance institution operations; (e) develop business plan; (f) gather and learn the experience of several micro-finance institutions, and adopt it for further possible application in the respective countries.

 

Ladies and Gentlemen,

 

            I am convinced that the training will be effective and beneficial as we have invited competent Indonesian experts from a prominent institution -- the National Movement for Microfinance Development (Gema PKM) -- that has been successfully developing the micro-finance business network throughout Indonesia. We also invited other experienced experts in the field to enrich our training subjects. A field study to Bandung will be conducted at the last session of the programme, in order to give clear sight to participants on different microfinance practices and people-based economic development in Bandung.

 

            On this occasion, I would like to thank all parties involved in preparing this joint programme, particularly to JICA as the fund supporting institution, to the State Secretariat for facilitating this cooperation with JICA, and to the group of experts for its continued cooperation in providing technical assistance to our microfinance programme.

 

Finally, I wish to congratulate all participants here for being selected as qualified candidates to take part in the second batch of this Third Country Training programme on Microfinance.

I wish you all the best and success, and I hope you will not only learn about the microfinance here, but also have an opportunity to know Indonesia. Have an enjoyable stay in Indonesia.

On behalf of the Japan International Cooperation Agency (JICA), it is my great pleasure to say a few word on the opening ceremony of the Third Country Training Program on Microfinance for African Region which is jointly organized by the Government of the Republic of Indonesia and the Government of Japan through JICA.

 

            First of all, I would like to extend our warmest welcome to all participants who have made efforts to be here with us.  At the same time, I also would like to take this opportunity to express our greatest appreciation to the officials concerned from the State Secretariat, Non-Aligned Movement Centre for South-South Technical Cooperation (NAM CSSTC), other related organizations of the Government of Indonesia, and all members of the Organizing Committee that supporting this training.

 

Ladies and Gentlemen,

 

            Under the policy to promote the South-South Cooperation, JICA has been providing opportunities for Indonesian, African, Asian and Japanese people to know each other, work together, and to learn more about each other as partners through our cooperation activities.  We believe that international cooperation based on this kind of mutual understanding would provide valuable opportunities to focus our attention on peaceful coexistence and solidarity with the rest of the world as the key solution of global issues in this century.

 

            This year marks the 2nd stage of the Third Country Training Program on Microfinance for African Region which will focus on technical aspects of microfinance.  The purposes of the training are to share and to disseminate knowledge on microfinance through case studies, role plays, group exercises and discussions.

 

            In line with JICA’s approaches to poverty eradication, our program combines the great important activities that could contribute directly and indirectly to developing countries, since you might know that microfinance is globally considered as one of the important and effective tools for poverty alleviation. Microfinance provides poor people with easy access to financial services including credit and savings. Moreover, it helps them to increase their income and decrease their vulnerability to various risks, and contributes the empowerment of the poor.  I realize that the condition and level of poverty are different in each country.  However, through this training program, I do hope that you will be able to acquire some ideas and/or lessons in order to create the best program or policy for your own countries.

 

            This program is properly arranged to conduct both discussions and observations for comparative studies on similar conditions of your respective countries.  Besides classroom activities, you will also have an opportunity to visit several parts of this beautiful country, Indonesia, as a part of your training program.  I believe that through these activities, you will have experience and enhance your understanding of the essence of microfinance. I hope that you can fully utilize these opportunities to acquire information and knowledge as much as possible which are related to the appropriate application of micro financing in your countries.  Assisting in your achievement of these objectives, JICA will make every effort for the smooth and effective implementation of the program.

 

Ladies and Gentlemen,

            Once again, I would like to express my sincere gratitude to all of the officials concerned from the Government of Indonesia for their wholehearted efforts to implement this training program.

First of all, we thank the Almighty God for His blessing and guidance which enables us to be here together this morning to witness the official opening of this Third Country Training Program on Micro Finance for African Region. This is the second training of five (5) the same training in Japanese Fiscal year from 2004 to 2008 which is implemented at the Non Aligned Movement Centre for South-South Technical Cooperation under coordination between the Government of Indonesia and the Government of Japan under Third Country Training Program of Japan International Cooperation Agency or JICA. 

 

On behalf of the State Secretariat and as the National Focal Point for Third Country Training Program in Indonesia, let me extend to all foreign participants a warm welcome to Indonesia. I hope that your stay in Indonesia will be a pleasant one and that the training will also be a success.

We are particularly honored to co-host this training not only because of importance of the subject matter, but also because it enables us to welcome so many friends from African countries to Indonesia.

  

Distinguished Participants,

 

Indonesia has been implementing Third Country Training Programs since 1981 or three years after the famous Buenos Aires Plan of Action on Technical Cooperation among Developing Countries was adopted. The implementation of Third Country Training Program is a reflection of our commitment to implement Technical Cooperation among Developing Countries through third party arrangement, which recommend by the Buenos Aires Plan of Action on TCDC. The involvement of the Government of Japan through JICA in the implementation of Third Country Training Program also shows their commitment to the south-south cooperation, and since then Indonesia has organized more than 40 Training programs. The NAM – CSSTC as international organization still be used by the GOI as implementing Agency of the Third Country Training Program.

 

By organizing those trainings, we are not only able to share Indonesia’s development experiences, but at the same, we were able to exchange knowledge and information on other country experiences. These are no doubt is the most important in developing human resources among the developing countries.

 

Human resources are most important. It can be a big challenge, yet it can open up big opportunities. When we talk about human resources, at least there are three important elements that we should consider: first is the ability, second, is motivation and third, is dedication. Without having motivation you will not have dedication. Having the ability without motivation, you will not go far. The combined of the three elements will provide us with human resources that have initiative, creativity, innovation, and toughness, which at the end will provide with good results.

 

Distinguished participants:

 

Through human relations, we can know each other better, we can share our cultures, our customs, our system, and may be to some extend our languages. By knowing each other better, then we can reach mutual understanding. And through mutual understanding we can solve our common problems.

 

Distinguished guests, ladies and gentlemen,

 

On this occasion on behalf of the State Secretariat I would like to extend my appreciation to the Director and other officials from NAM-CSSTC, for their strong support and keen interest in this training program.

 

Our high appreciation is also addressed to the Government of Japan as well as JICA for their support and contribution to this training program and in promoting and strengthening South-South Technical Cooperation activities in Indonesia.

 

I wish also to thank all officials involved in the preparation of this program, in particular to the organizing committee for all their efforts to ensure the smooth implementation of the program.

Ladies and Gentlemen,

 

Allow me, on behalf of Director of Non-UN Cooperation on Economy, Finance and Development, Ministry of Foreign Affairs of the Republic of Indonesia, to express our sincere appreciation to the Management of Bank Jabar for accepting us today. I wish also to commend our colleagues from the NAM Centre for South-South Technical Cooperation (NAM CSSTC) for the excellent arrangement made for this field study.

 

The field study is meant to strengthen the discussion and provide practical aspect on how some of the innovations are being put into practice. I hope that the participants will have the opportunity to gain first hand information and experience on the operational scheme of the micro credit programme developed by Bank Jabar to assist the small entrepreneurs and farmers.         

 

This training is conducted jointly by the Government of Indonesia, Non Aligned Movement Centre for South-South Technical Cooperation (NAM CSSTC) and Japan International Cooperation Agency (JICA). It is made available after the Government of the Republic of Indonesia signed the Cooperation Agreement with JICA to organize training course on microfinance for African region for three years period. We are at the second phase of implementation of this agreement as the first phase has been successfully conducted on 17 January to 15 Pebruary 2005.

 

Ladies and gentlemen,

 

The training programme is a reflection of Indonesia’s foreign policy in supporting capacity building in developing countries in order to empower national and collective self-reliance of the developing countries within the framework of South-South cooperation

 

Likewise, this programme is in line with the initiatives of Indonesia in April 2005, in holding the Asia – Africa Summit, during which the leaders of Asian and African countries agreed to establish the “New Asian-African Strategic Partnership” (NAASP) as a framework to build a bridge between Asia and Africa for cooperation and partnership. It is also in line with other international commitments and initiatives for economic development. The United Nations has designated the year of 2005 as the International Year of Micro-credit with a focus on addressing the constraints that exclude people from full participation in the financial sector.

 

In this regard, civil society, public and private institutions such as Bank Jabar could take an active role in supporting the commitments and initiatives to promote economic development in developing countries. I am convinced that we will benefit greatly from this field study.

 

Before I conclude, allow me to present to the Representative of Bank Jabar our “Letter of Appreciation” for supporting this International Programme.

Good Morning,

 

I am pleased to see you today -- our last day for the second batch of the training programme on microfinance for African region. As time flies, we finally have come to the end of the programme.  We should be glad that during the last nineteen days we were able to learn many different things from each other.

 

I noted particularly that the second session in the class, participants have worked extensively to share many relevant issues on microfinance development in their respective countries as the important part of the learning process.

 

We also monitored the implementation of the training programme, from session to session, and made careful and critical post-class and post-field surveys for each conducted session. We believe that, based on our overall evaluation we frankly discussed yesterday, the expectations of the participants have been satisfactorily achieved.

 

In this respect, allow me to commend all of you, facilitators, trainers, participants and the organizing committee, for contributing remarkably to the successful undertaking of this training programme.

 

Ladies and Gentlemen,

 

To refresh the information on this second batch of the third country training programme, there are 18 participants coming from 13 countries, namely Algeria, Egypt, Ethiopia, Kenya, Libya, Madagascar, Namibia, Senegal, Sudan, Tanzania, Tunisia, Uganda, and Zambia.

 

The training subjects of this course consist of seventeen main subjects, namely (1) Indonesian Economy; (2) Indonesian Banking System & the Policy; (3) Microfinance Institution Development; (4) Sharing of Country Reports; (5) Key Issues on Microfinance Development; (6) Key Issues of Micro Enterprise Development; (7) Financial Services for the Poor; (8) Financial Management of ASA Model; (9) Saving Mobilization; (10) Loan Management; (11) Wholesaler Microfinance Institution; (12) Participatory Wealth Ranking; (13) Interest Rate in Saving & Credit; (14) Operational Risk Management; (15) Building Customer Loyalty; (16) Sustainability & Business Planning and (17) Management Information System.

 

In addition to those subjects, the participants have a chance to visit a microcredit project site using ASA model implemented in East Jakarta. Besides, a four-day field study was also conducted in Bandung, to visiting the Regional Bank of West Java (Bank JABAR) which provides micro and small credits for the working poor and discussing relevant technical issues on supporting micro and small business development with the Association for Advancement of Small Enterprise Development (PUPUK). During the visit, participants had the opportunity to exchange views, and discuss the issues of microfinance as well as the basic technical supports needed, with local practitioners. When we were in Bandung, the participants were also invited to visit the Museum of the Asian African Conference.

 

At the end of the training session, the participants have prepared and presented their ‘back-home plan’ to prove that they have maintained commitment to support microfinance development in their respective countries. Even more, some follow-up actions to be further proposed.

Ladies and Gentlemen,

 

I do believe, the training participants were really able to learn not only important subjects during the course, but also to exchange experiences on the practices of microfinance in different countries – during the class and field sessions as well as during the breaks. 

 

Along this line, I would like to extend high appreciation and gratitude, on behalf of NAM CSSTC, to all facilitators, particularly: Mr. Yoseph Susmanto, Mr. Emanuel Haryadi, Mr. Frans Purnama, Mr. Yosef Arihadi, Mr. Suwani, Mr. Titus Kurniadi, Mr. Ditto Santoso, Mr. Slamet Riyadi, and Mr. Binahar, for their valuable contribution during the class sessions, and to Mr. Meinrad Indra Cahya (the Branch Manager of ASA Model in East Jakarta) and his field teamwork, Mr. Rukmana (the Division Manager of Bank JABAR) and his staff, and Mr. Rito Sukamto (the Director of PUPUK) and his teamwork both at the office and fieldsite, who have substantively provided us with various microfinance and technical support practicalities at operational level.

 

With the good teamwork, we have successfully implemented this training of which we highly appreciate our endless supporting colleagues at the organizing committee, especially Mr. Subandiyo for managing administrative task, Miss Christina Sudiro (Nina) for serving participants and arranging logistics, Mr. Ramdanny Taihitu (Deni) and Mr. Suroso for preparing and operating the needed equipments, Miss Ayu Bulan for managing the training sessions and coordinating the resource persons, and last but not least Mr. Ari Primantoro as well as Mr. Jarot Sumarwoto for consolidating substances in the right time.

 

Profound gratitude should also go to the State Secretariat and JICA Indonesia Representative for their support and continued cooperation that made this training programme possible. I’m fully convinced that the second batch of this course has been completed successfully, and contributed positively to the development of microfinance in African region. We look forward to conducting the third batch of the course sometime next year with considering appropriate feedbacks coming from the present participants.

 

Finally, I wish you all the best, especially to foreign participants, have a safe journey home, bon voyage. I hope all of you would bring home wonderful memories of Indonesia and NAM CSSTC.  Thank you.

Through this training program, participants from African countries, were able to exchange views and experiences on various aspects of Micro Finance.

 

I also believe that through this training program, the participants were able to understand the culture and people of Indonesia much better which at the end will further promote closer cooperation between Indonesia and other developing countries, especially African countries.

 

Distinguished participants,

As the follow up this training course, I would like to suggest that direct contacts between your respective institutions and implementing agency maybe established not only to exchange views and experience but also to possible initiate various program in this field.

 

In addition to the active participation of the participants which has contributed to the success of the training program, the significant role played by the lecturers and the organizing committee as well as the support of JICA. Therefore, I would like to convey on behalf of the Indonesia TCDC National Focal Point, our highest appreciation to the implementing agencies (Non-Aligned Movement Center/NAM-Center) for the support to this training course. Thank you to JICA for their support to TCTP activities in Indonesia.

Another important aspect of this course is the establishment of an interpersonal network among professionals across the world boundaries.  All of you have had the opportunity to know each other about your work and personality.  The friendship you have built should be strengthened, and I hope you will take advantage of this network in order to support your further effort into improving methods at your workplaces.  I feel that it is necessary for all of you to continue exchanging information in the future to support each other, because you are the ones who have been chosen to improve and develop livelihood of the people of your own countries.

 

As you may have been aware already, the Indonesian Government has been promoting South-South Cooperation in order to motivate developing countries to cooperate among themselves.  One of the efforts is through third country training programs, such as the one in which you have taken part, together with people of diverse nations and cultures.  After you return to your countries, all of you are expected not only to disseminate the knowledge, which  you have learned, to your people, but also to support South-South Cooperation among your countries.

 

Finally, once again, I would like to take this opportunity to express my sincere gratitude to all lecturers and officials of the Non-Aligned Movement Centre for South-South Technical Cooperation, State Secretariat, Ministry of Foreign Affairs, and other related authorities for their whole-hearted cooperation and collaboration.

 

I would like to close my address, wishing all of you every success, good health and future prosperity.  Have a safe journey to your home and good luck.

Mr. Tsuji Takashi, Mr. Fachruorozi, Ms. Shimoda, Mr. Homa, Mr. Subandiyo, Mr. Achmad Rofi’ie, ladies and gentlemen,

 

On behalf of my fellow participants, I would like to thank the organizers of the Third country training programme on microfinance for the African region, for giving us an opportunity to visit Indonesia and experience first hand the latest developments in Microfinance in Indonesia. We also enjoyed a piece of the rich Indonesian culture, and shared experiences from the different African countries represented here.

 

Secondly I wish to extend my sincere appreciation for the NAM Centre Management especially Mr. Rofi’ie, Ms. Nina, Ms. Ayu and the support staff, for making our arrival and stay here a wonderful experience, and timely response to issues that were raised to make our stay more comfortable. The Bandung experience was well appreciated, where we got to see the birthplace of the Asian – African cooperation, among other things.

 

We shall take the six lessons learnt, apply them to our country contexts and implement the practical aspects to the best of our ability. These lessons are namely; Macro policy, Banking System, Microfinance Institutions (Wholesaler MFI), Savings and loan management and focused aspects. All we can hope for is your continued support to this effort through more training programmes of this nature and technical support. Long live the Cooperation of the Indonesian Government, JICA and the NAM CSTTC.
