BRIEF REPORT

The workshop was organized by Non-Aligned Movement Centre for South-South Technical Cooperation (NAM CSSTC).

This workshop was organized within the context of NAM CSSTC’s programme on the Eradication of Poverty and Fostering Rapid and Equitable Development in NAM Member countries. In the formulation and implementation of poverty eradication projects, the poor have to be directly involved. For this purpose awareness of opportunities and options has to be instilled among the population, especially the stakeholders of the project. This is when the roles of media and Non-Governmental  Organization (NGOs) are extremely crucial. The workshop was then focused on how Media and NGOs play its role in popular participation in formulating poverty eradication strategies and programmes.

The workshop was attended by 17  experts  from  13 country participants of NAM member presented. They are from Africa, Central and South Asia, Southeast Asia and Latin America (Attachment 1). All experts presented papers concerning various perspective of each country with regard to the workshop’s topic. The workshop was regulated in 3 sessions. The first session was “Panel Discussion on Media Perspective “, while the second session was “Panel Discussion on NGOs Perspective” , and the third session was Group Discussion of Media Group and NGO Group.  The panel presentation discussed and highlighted individual country’s poverty situation and policies and, the role that the local media and NGOs have played. The list of papers is in Attachment 2.  In the discussion session each group which is the media group and the NGO group, attempted to derive and come up with best recommendations on enhancing the role of media and NGOs in poverty eradication programmes.

Some of the salient conclusions can be summarized as follows :

  1. Participation from different social sectors needs to be reinforced in design and development of  poverty eradication strategy and programmes.
  1. In many developing countries the media is considered not to adequately inform the public about various issues on poverty eradication.
  1. International community and other concerned parties should complement each other’s effort in supporting every coverage of poverty eradication programmes. It is hoped that this kind of synergy will reveal maximum reporting and exposure on poverty eradication issues.
  1. The media must play its role as a warning system by monitoring the implementation of poverty eradication projects and expose inefficiency in any social and welfare services.
  1. The existence of alternative media of information especially in the rural areas should be encouraged, for examples : community radio, community newspapers,  in order to promote popular participation in the poverty eradication programmme
  1. In a multistakeholder approach, the involvement and collaboration of government, private sectors and community sectors (NGOs and CBOs) are essential in poverty eradication programmes.
  1. The involvement of NGOs in poverty eradication projects has strengthened measures aimed at increasing accountability and transparency in governance structure.
  1. There are some points suggested to intensify the involvement of media and NGOs in popular participation of poverty eradication programme,i.e.
  • The knowledge of journalists and NGO personnels should be extended through workshop, training, in order to enable them to get familiar with poverty issues and enhance the quality of reporting.

  • Cultural intervention should be more emphasized in local communities.

  • NGOs should provide assistance in the development of Small and Medium Enterprises (SMEs) and rural entrepreneurs especially in the field of business management.

The workshop also identified specific actions and recommendations that could be taken by NAM Government, NGOs, Media, NAM CSSTC and other sectors to enhance media and NGOs’ role in poverty eradication programmes.

  • Setting up community radios in NAM member countries ( an interested member country can start as a pilot project)

  • Acquire and sponsor air times on public or community radios

7. Enhancement of quality of journalism and knowledge extension
  • Conduct training programme for journalists on quality of reporting and analysis

  • Institute awards of excellence of Performance Awards for :

a.  The media, and

b. The NGO and,

c.  Government

Such awards should be presented in a grand manner at NAM conventions. Such awards will encourage others to perform
